Detailed Narrative Description of Project:
The Consultant was assigned the responsibility to:
Assess the skills and expertise available within FBD for meeting the demands of the proposed Forest Management service and to propose the skills-mix which would be needed to address the institutional objectives of the service;
Develop a human resources development plan consistent with the requirements of the proposed Agency;
Provided inputs to the design of the project components associated with establishment of the Service, and other forestry related roles retained by the Ministry;
Evaluate the need for training to improve the effectiveness of the Agency’s delivery of services, d to develop options for improvement

Detailed Description of Actual Services provided by your Staff:
Specific activities carried out included are:-
a)  Assess the skills and expertise available within FBD for meeting the demands of the proposed Forest Management Service;
b) Propose the skills-mix which would be needed to address the institutional objectives of the service, focusing on the critical issues of technical competence, experience and integrity
c) Develop preliminary staffing profiles for key personnel, primarily in management positions, to be employed by the proposed Service, including job descriptions, reporting responsibilities, performance monitoring processes, and skills assessment processes;
d) Working with the Institutional Change Specialist, and taking account of the need for financial sustainability, propose the number and qualifications of staff or the Agency, and other areas recommended for change;
e) Develop a preliminary Human Resources implementation and development plan, outlining the transition process which is consistent with the objectives of institutional change (identifying retrenchment and redeployment requirements, as well), and incorporate this plan into the Overview document (prepared by the Institutional Change Specialist);
f) The Consultant participated in a workshop of the principals in Government to review and refine proposals made in the overview document, and on this basis, will revised the overview document;
g) Working closely with budget specialists in FBD and the Ministry, and reflecting past levels of expenditure, and income generating potential, the Consultant prepared an assessment of the Service’s financial resource requirements needed, a proposed budget, and an implementation timetable, to meet the Service’s personnel requirements; proposing a phase budget and implementation time table; and
h) Assess the adequacy of the training regime, to improve the effectiveness of service delivery, both from a technical, forest management perspective, as well as from an institutional perspective, and recommend options for improvement.
